Pangasius Fillet and the US Market: What FDA Requires
Vietnam exports significant volumes of pangasius fillet to the United States, but the regulatory landscape changed substantially after the US Farm Bill established USDA's mandatory catfish inspection program. Pangasius (Pangasius hypophthalmus) is classified as catfish under US law, which means it now falls under USDA FSIS jurisdiction, not FDA.
What This Means in Practice
As of the enforcement date:
- Importing pangasius into the US requires the processing facility to be listed on USDA's approved foreign establishment list
- The facility must operate under a food safety system equivalent to US standards
- Product must be labeled as "catfish" (not "basa" or "swai" in some contexts) — labeling rules vary by state
Practical effect: Only a subset of Vietnam's 100+ pangasius processors have completed USDA equivalence compliance. This limits sourcing options for US buyers but also creates a quality floor — the listed facilities tend to be larger, better-capitalized operations.
Current US Import Price Range (2025–2026)
For IQF WT pangasius fillet, CIF US West Coast:
- Standard (170–220g, 10% glaze): $3.20–$3.80/kg
- Retail-ready (120–170g, individually packaged): $3.80–$4.50/kg
- Organic-claim or premium positioning: add $0.40–0.80/kg
These are significantly above DAF China border trade prices and reflect the USDA-listed facility premium plus freight.
Common Pitfalls for New US Importers
- Using non-USDA-listed facilities — product will be detained at port of entry
- Incorrect labeling — "basa fillet" may trigger scrutiny; confirm acceptable names with your customs broker
- Underestimating lead time — USDA-listed factories book 6–10 weeks ahead for major orders
- Glazing disputes — specify "net weight after thawing" in the contract, not gross weight
How I Can Help
I maintain current information on which Vietnamese facilities hold active USDA listings. Before you commit to a supplier, I can verify their listing status, request a recent audit summary, and arrange pre-shipment inspection. Most US importers find this due diligence pays for itself on the first container.
